Health is the ground every other ambition stands on
Well-being is the end of human life, and health is the precondition of every other pursuit. No art, no science, no governance, no ambition of any kind stands upon a sick population. Therefore the knowledge and the skill of care cannot remain the property of a credentialed few. It must be embedded in every person — as literacy is, as the handling of fire is, as the feeding of oneself is.
Healthcare is not a profession.
It is a duty owed by all to all.
What makes this a philosophy rather than a health programme is the dissolution of the specialist boundary. Medical ethics has always asked how professionals ought to treat patients. This asks a different question, and in asking it removes the category altogether. In such a society there is no doctor-to-patient ratio, because the population itself is the healthcare resource.

The line was never drawn by danger
No one is licensed to buy bread, or to cook — though cooking commands fire, blades, and pathogens that kill people every year. Yet medication and procedure are restricted, and every nation maintains its licensing bodies. The difference is not the danger of the act. The difference is how widely the competence is currently distributed.
Licensing is a symptom of scarcity, not a property of the deed. Move the year, and watch the line move with it.
